can't access system administrator and password

In order to empty my Mac Book Pro 2008 / el Capitan, I have erased most everything, including my name as administrator and reset a password.

The Mac opens and work as a guest.

I can't anymore access the system to add applications ?

How can I restart the system and add a new administrator ?
